Local government officials and the police force of the Philippine National Police (PNP) have consistently topped the list of agencies with most number of cases filed with the Office of the Ombudsman.
A report submitted by the Ombudsman’s Finance and Management Information Office showed that for the year 2016, a total of 2,799 cases were filed against officials from the local government units and 1,022 cases against officers of the PNP. The Department of Education came in third with 222 cases. The top 10 of government agencies with most cases filed in 2016 are the following:

The 2,799 cases filed against local government units are broken down as follows: 1,700 cases filed against city/municipal officials; 892 cases versus barangay officials and 204 cases against provincial officials. The cases consist of administrative and criminal cases.###
