Adelaine Bacor, the former cash clerk of the Philippine General Hospital in Manila was convicted by the Regional Trial Court (Branch 22) of Manila of three counts each of Malversation of Public Funds and Falsification of Public Documents, and one count of violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act (Republic Act No. 3019).

Bacor was sentenced to suffer imprisonment of 10 to 16 years for each count of Malversation, four to nine years for each count of Falsification, and eight years for violation of Section 3 (e) of R.A. No. 3019.   The court also ordered her to pay a fine totaling P96,329.00 and was meted the accessory penalty of perpetual special disqualification.

Ombudsman prosecutors proved that as cash clerk, Bacor made it appear that her collections from July to December 2005 was only P21,778.50 when in fact, the total cash collections amounted to P883,047.60.  Upon audit, it was uncovered that Bacor did not remit the true and correct amount paid by 44 cardiac catheterization laboratory patients, and that she misdeclared the true names of patients and procedures done.

Accused Bacor denied the charges and presented “a very superficial explanation that the discrepancies could be brought about by some errors.”

According to Presiding Judge Marlina Manuel, “the court finds that the prosecution has satisfactorily proved all the elements of the crime.” ###
