The Sandiganbayan has found Philippine Aerospace Development Corporation Vice President Roberto Manlavi guilty beyond reasonable doubt of two counts of Failure to Render Accounts. He was ordered to restitute the unliquidated amount of P93,937.14 as civil liability and to pay a fine of P1,000.00.

The unliquidated cash advance amounting to P93,937.14 was used for petty and field operating expenses.

During the arraignment, the accused pleaded guilty to all the charges thereby establishing his guilt beyond reasonable doubt. Manlavi affirmed before the court that he understood the nature of the accusation against him and the consequences of his guilty plea.

Article 218 of the Revised Penal Code penalizes a public officer who fails to render accounts over public funds or property in which he has custody. ###
