The Office of the Deputy Ombudsman for Visayas has dismissed from the service Glenn Ouano of the Office of the City Treasurer, Mandaue City, after finding him guilty of Serious Dishonesty and Grave Misconduct.

Ouano, a local revenue collection officer, was found to have repeatedly and deliberately delayed from two to four months the remittance of collections from office transactions from October 2011 to November 2012.

Deputy Ombudsman Paul Elmer Clemente said that “the lack of action on his [Ouano’s] part is a telltale sign that he had used the money he collected.”

He added that “respondent, as local revenue collection officer has direct custody and control of accountable forms and money … his intent to commit material gain, graft and corruption is demonstrated from the unreasonable delays in remitting his cash collections.”

Aside from dismissal from the service, Ouano was meted the accessory penalties of perpetual disqualification to hold public office and cancellation of civil service eligibility. ###
